The IRS has given health insurers extra time to make incentive payments to providers and still claim them as deductions. HMOs now have more than 21Ž2 months from the end of their tax year to make the payments.... Employer-sponsored coverage seems to be eroding, according to a study by the Center for Studying Health System Change. The proportion of Americans under 65 with such benefits fell from 67 percent in 2001 to 63 percent in 2003.
